GIFMIS, TSA, Others to Be Integrated into Single Platform

GIFMIS is set to be fully integrated with other critical government revenue and payment systems following the Federal Government’s deployment of the Revenue Optimisation Platform (RevOp) to unify federal revenue management.

The integration, announced through newly issued Treasury Circulars by the Federal Ministry of Finance, will see RevOp serve as the central platform linking the Government Integrated Financial Management Information System (GIFMIS) with the Treasury Single Account (TSA), the Central Bank of Nigeria (CBN), the Nigeria Inter-Bank Settlement System (NIBSS) and the Federal Inland Revenue Service (FIRS).

The reforms are aimed at strengthening transparency, eliminating revenue leakages and modernising payment processes across all Ministries, Departments and Agencies (MDAs).

Under the new framework, all MDAs are required to adopt RevOp for revenue collection and remittance, with GIFMIS receiving real-time transaction data to ensure accurate government accounting and reporting.

The Treasury Circulars also prohibit physical cash receipts and unauthorised deductions, while mandating the use of the Federal Treasury e-Receipt (FTeR) as the only valid receipt for federal payments with effect from Jan. 1, 2026.

The Ministry said the RevOp-driven integration would block the issuance of fake receipts, reduce corruption risks and provide government with real-time visibility of revenues across the federal system.

They added that linking GIFMIS with TSA, CBN, NIBSS and FIRS through RevOp would enhance fiscal discipline, improve reconciliation of accounts and strengthen public confidence in the management of government finances.
