
Some staff members of tertiary institutions across Nigeria were unable to benefit from the first batch of the Tertiary Institution Staff Support Funds (TISSF) Loan Scheme due to processing errors, eligibility breaches, and non-compliance with approved guidelines, an internal memo has revealed.
The disclosure was contained in a circular issued by the Office of the Registrar of the Aminu Saleh College of Education Azare, following a review of the implementation of the scheme by the institution’s Extended Management Committee.
The memo, dated June 3, 2026, stated that the committee, at an emergency meeting held on June 1, 2026, observed “certain errors and irregularities” during the processing and approval of applications in the first disbursement exercise.
It added that the lapses arose from non-compliance with provisions and guidelines stipulated by the fund.
The document further directed that all applications, recommendations, approvals, and disbursements under the scheme must henceforth strictly comply with eligibility requirements without exception.
Where the error was stated in the memo
According to the circular, the errors occurred during the “processing and approval of some applications” under the first disbursement exercise of the TISSF Loan Scheme.
It also stated that the irregularities “arose from non-compliance with some of the provisions and guidelines stipulated by the Fund,” indicating that the deviation from official requirements was responsible for the affected applications.
Strict eligibility conditions restated
The memo outlined that only confirmed full-time academic or non-academic staff are eligible, while applicants must have at least five years remaining before retirement.
It further required that applicants must be active financial members of recognized staff unions, including ASUU, NASU, COEASU, SSANIP, and SSUCOEN.
The circular also reaffirmed that the scheme covers federal universities, polytechnics, and colleges of education, as well as selected state-owned institutions per category.
The institution noted that the Tertiary Institution Staff Support Funds (TISSF) had earlier withdrawn its published list from its portal for corrections and administrative adjustments.
It said the action was aimed at ensuring transparency, fairness, and strict adherence to the scheme’s guidelines.
The memo, signed for the Registrar by Suleiman Shehu, was distributed to principal officers, deans, directors, sectional and unit heads, union leaders, and notice boards across the institution.

I want to appreciate the government for such a thoughtful project to better the life of our citizens. Though didn’t get from the first batch due to wrong pesting of my name as Rosedoris – Cyril Rufus instead of Rosedoris Cyril Rufus no dash (-) in between my first name and surname. I dont have other name which showed – I have documents to prove and clear it. My BVN contain my names in columns and rows e.g tabulated format ( box form) and so when copied and pest, they pested with the row of other name with – and reflected as my name – surname. Please hope a favorable consideration will be accord to enable me to obtain. Thank you.
