
The Federal Government has approved three landmark policies aimed at transforming the Federal Civil Service, boosting productivity, and enhancing service delivery.
The policies — the Rewards and Recognition Policy, the Incentive and Consequence Management Policy, and the Civil Service Mentoring Policy — were approved by the Federal Executive Council (FEC) during its recent meeting presided over by President Bola Tinubu.
Head of the Civil Service of the Federation (HCSF), Mrs Didi Esther Walson-Jack, said in a statement on Sunday that the policies represent a new phase in the ongoing reforms to create a performance-driven and citizen-centric service.
She explained that the three policies are aligned with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), particularly the pillar on Staff Welfare and Enhanced Value Proposition, and also conform with the provisions of the 2021 Public Service Rules.
According to her, the development demonstrates President Tinubu’s commitment to repositioning the Civil Service to be Efficient, Productive, Incorruptible, and Citizen-Centric (EPIC).
Walson-Jack said the Rewards and Recognition Policy provides a comprehensive framework to attract, nurture, and retain top talent within the Service while promoting a culture of innovation and continuous improvement.
She added that the Incentive and Consequence Management Policy establishes a transparent system where excellent performance is rewarded, while underperformance is addressed through fair and structured measures.
The Civil Service Mentoring Policy, she said, aims to bridge experience gaps, strengthen leadership succession, and preserve institutional memory, especially as the Service faces waves of retirements.
“The approval of these policies is not merely an administrative milestone; it is the foundation for building a modern, agile, and empowered Civil Service,” Walson-Jack said.
She assured civil servants that their dedication would be recognized and rewarded while the government continues to invest in their growth and welfare.
The HCSF reiterated her Office’s commitment to building a world-class service capable of meeting national aspirations and driving sustainable development.
