
The Adamawa State House of Assembly (ADHA) has summoned all 21 Local Government Council (LGC) Chairmen in the state to appear before the legislature for an oversight briefing on their stewardship over the past one year.
The resolution, which followed a motion of urgent public importance moved by Hon. Pwamwakeno Mackondo (Numan Constituency), was unanimously adopted during Wednesday’s plenary session.
According to the resolution, the LGC Chairmen are expected to begin appearing before the House on August 5, 2025, to present detailed reports on their administration’s performance since assumption of office.
In his motion, Hon. Mackondo cited Section 128 (1) (a) and (b) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), which empowers the House to investigate the conduct of any person or authority charged with the management of public funds.
He emphasized the importance of transparency and accountability, noting that, “It is exactly one year since the current Local Government Chairmen were sworn into office. It is therefore both constitutional and responsible that we conduct an oversight review of their activities and performance.”
The assembly directed that each Chairman must present a comprehensive scorecard detailing achievements and activities within the period under review. Other required documents include the annual budget, budget implementation report, details of Internally Generated Revenue (IGR) with monthly breakdowns, and expenditure records.
The lawmakers also requested documentation of all completed and ongoing projects, including locations, contract sums, and contractors involved; as well as employment records, number of staff, and their departmental deployment. Records of statutory allocations must also be provided.
“The aim is not to witch-hunt anyone,” Hon. Mackondo clarified, “but to guide and encourage better governance at the grassroots level. Our people deserve to know how their elected Chairmen have performed.”
Contributing to the debate, Hon. Sahabo Yohanna Jauro (Mubi South) described the motion as timely and commendable, stressing the need for public office holders to provide regular feedback to their constituents.
The Deputy Speaker, Hon. Muhammed Buba Jijiwa (Jada Mbulo); Hon. Umar Bobbo Ismail (Fufore Gurin); Hon. Paul Samuel (Mubi North); and Hon. Kabiru Mijinyawa (Yola South) also supported the motion and lauded its sponsor.
In his ruling, the Speaker, Rt. Hon. Bathiya Wesley, directed the Clerk of the House to formally communicate the resolution to all concerned parties.
The Assembly warned that failure to appear or submit any of the required documents will be viewed as a breach of accountability, which may attract legislative sanctions.
