FG Announces New Housing Loan Rates for Civil Servants to Enhance Welfare

The Federal Government has announced an upward review of the housing loan ceiling for public servants under the Federal Government Staff Housing Loans Board (FGSHLB), in line with its commitment to improving the welfare and well-being of its workforce.

This was contained in a circular from the Office of the Head of the Civil Service of the Federation (OHCSF), signed by the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, mni, and dated Oct. 24, 2025.

The circular, with reference number HCSF/3065/VOL.I/225, was addressed to key government officials including the Chief of Staff to the President, Ministers, Permanent Secretaries, Service Chiefs, and Heads of Federal Commissions and Agencies.

According to the circular, the review seeks to enable eligible and interested civil and public servants to better access housing loans for the acquisition or construction of personal residential homes, in line with the Federal Government’s housing policy objectives.

“In line with the unwavering commitment of the Federal Government to enhance the welfare and well-being of its workforce, the ceiling for housing loans provided under the Federal Government Staff Housing Loans Board (FGSHLB) has been reviewed upward,” the circular stated.

It further explained that the upward review would empower public servants to leverage the facility to achieve home ownership while aligning with the government’s drive to improve living conditions for workers.

Walson-Jack encouraged all eligible civil and public servants to take advantage of the revised facility by submitting their applications in accordance with the stipulated guidelines and documentation requirements of the FGSHLB.

The Head of Service also directed ministries, departments, and agencies to ensure the wide circulation of the circular within their organisations.

The revised loan ceiling shows significant increments across various Salary Grade Levels (SGL).

Under the new arrangement, officers on SGL 03–04 can now access ₦5 million, those on SGL 05–07 can access ₦6 million, while officers on SGL 08–10 can obtain up to ₦10 million.

Similarly, officers on SGL 12–14 and SGL 15–16 can access ₦12 million, SGL 17 can obtain ₦14 million, and Public Servants at the Permanent Secretary (PS) level can access ₦25 million.

For building loans, the ceilings range from ₦5 million for lower cadre officers (SGL 03–04) to ₦25 million for Permanent Secretaries.

In addition, the circular introduced a Special Scheme, allowing officers on SGL 08–14 to access ₦20 million, while Permanent Secretaries under the same scheme can obtain up to ₦40 million.
