
The Federal Government has reaffirmed its commitment to transitioning the Nigerian Civil Service to a fully paperless system by December 31, 2025.
The Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, stated this on Wednesday during a press briefing in Abuja to mark the 2025 African Public Service Day and Civil Service Week.
Walson-Jack said the initiative is in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), which prioritises digitalisation across Ministries, Departments and Agencies (MDAs).
“Even before I assumed office, the Office of the Head of Civil Service of the Federation (OHCSF) had already gone paperless,” she said.
“We are now working to accelerate this transformation across all MDAs. Just last week, I was at the Federal Ministry of Health to launch their Enterprise Content Management System, making them the 11th ministry to adopt a paperless system. Others are at various stages of implementation.”
She added that the OHCSF is working closely with stakeholders and development partners to provide funding support to MDAs that require assistance in adopting digital processes.
Walson-Jack expressed confidence that the full implementation of the paperless civil service goal would be achieved by the December 2025 deadline with sustained effort and collaboration.
She also unveiled the lineup of activities to commemorate the 2025 African Public Service Day and Civil Service Week, scheduled to take place from June 20 to 28.
African Public Service Day, adopted in 1994 in Tangier, Morocco, is observed annually on June 23 across the continent to promote excellence in public service in line with the African Union’s Agenda 2063.
According to her, Nigeria commemorates the day with a week-long programme, including religious services, wellness activities, a study tour by State Heads of Service, and a social gathering for civil servants.
She said the highlight of the celebration would be the hosting of the International Civil Service Conference and the National Rewards and Recognition Awards Ceremony.
“The International Civil Service Conference will be declared open by His Excellency, President Bola Ahmed Tinubu, at Eagle Square, Abuja,” she said.
“The conference will feature keynote speakers from the United Kingdom, Azerbaijan, Singapore, Ghana, and Nigeria. It will also include strategic panel sessions, exhibitions, and an interactive segment to honour former Heads of Service.”
Walson-Jack noted that the conference would serve as a key platform for knowledge-sharing, aimed at deepening digital transformation, enhancing institutional collaboration, and improving citizen-centred service delivery.
She appreciated development partners and sponsors for their continued support of the civil service reform agenda, and encouraged the private sector to participate in the conference through various sponsorship opportunities.
The Head of Service commended President Tinubu for his unwavering support for public service transformation and urged civil servants and stakeholders to actively participate in the week’s activities, describing the civil service as a cornerstone of national development.
