
2009 Agreement: The Non-Academic Staff Union of Educational and Associated Institutions (NASU) has rejected a proposed salary increase by the Federal Government of Nigeria (FGN), describing the offer as lower than what was approved for its counterparts in the university sector.
The union disclosed this in a circular dated April 11, 2026, addressed to branch secretaries in universities and inter-university centres across the country, providing an update on the ongoing renegotiation of the 2009 agreement between NASU and the Federal Government.
NASU recalled that the fourth Federal Government Renegotiation Committee on the 2009 Agreement, chaired by Mahmud Yayale Ahmed, was inaugurated on Oct. 15, 2024, with a three-month mandate to conclude renegotiations with unions in the university sector.
However, the union noted that one year and six months after the committee’s inauguration, progress with non-teaching staff unions has been slow, with only four meetings held so far on Dec. 10, 2024; Oct. 21, 2025; Jan. 27, 2026; and March 31, 2026.
According to NASU, at the last meeting held on March 31, 2026, the government team presented a salary increase proposal that fell below what had been granted to other unions in the sector.
The union said it rejected the offer outright and advised the government team to return to its principal for an upward review, stressing that any offer lower than that approved for its counterparts would not be accepted.
NASU further disclosed that another meeting with the government team has been scheduled for April 20, 2026, to continue discussions on the renegotiation.
It added that a comprehensive report on the ongoing talks would be presented at its Trade Group Council meeting slated for April 22 and April 23, 2026, in Lagos, where further decisions may be taken if the offer remains unchanged.
The union, however, urged its members to remain calm and await further directives pending the outcome of the scheduled meetings.
