The Federal Government has clarified that the payment of five months accumulated Consolidated Academic Tools Allowance (CATA) is meant exclusively for academic staff in federal universities under the Consolidated University Academic Salary Structure (CONUASS).
The clarification is contained in a letter dated June 9, 2026, signed by the Minister of Education, Dr Tunji Alausa, and addressed to Pro-Chancellors and Chairmen of Governing Councils of Federal Public Universities.
The minister said the funds released by the Federal Government for the payment of the five months accumulated Consolidated Academic Tools Allowance (CATA) also cover Professorial Allowance and Earned Academic Allowances (EAA) for eligible academic staff.
He directed university managements to ensure that only staff on the Consolidated University Academic Salary Structure (CONUASS) benefit from the disbursed funds.
According to the minister, the directive is in line with the circular issued by the National Salaries, Incomes and Wages Commission (NSIWC).
Alausa also urged university authorities to exercise due diligence, transparency and accountability in administering the funds to ensure that all beneficiaries receive their entitlements.
The clarification is expected to provide guidance to university managements on the implementation of the allowance payment and prevent disputes over eligibility among university workers.
